Maar de echte wortels liggen in de jaren zeventig met de militaire staatsgreep tegen de democratisch gekozen Allende in Chili door generaal Pinochet, die sterk werd gestimuleerd en gesteund door de Amerikaanse president Nixon en de CIA.
